REQUEST FOR RELEASE OF FUNDS

On or after September 4, 2026, Jefferson County will submit a request to the Department of Housing and
Urban Development (HUD) for the release of funds under the Housing and Community Development Act
of 1974, as amended to undertake the following projects, including dollars from other funding sources:

• 2026 Homeowner Rehabilitation Program/Septic – estimated funding $225,000
• 2026 Handicap ADA Public Assistance Program – estimated funding $150,236
• 2026 Infrastructure Improvement Program – estimated funding $500,000
• 2026 Administration cost up to 20% – estimated funding $218,808

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from
National Environmental Policy Act (NEPA) requirements or alternative and therefore, no environmental
impact statement or environmental assessment is required. Additional project information is contained in
the Environmental Review Record (ERR) and is on file at The Economic Development Corporation of
Jefferson County, Program Administrator, 5217 Highway B (P.O. Box 623), Hillsboro, MO 63050 and
may be examined or copied during normal working hours of Monday to Friday, 8:00 a.m. to 4:00 p.m.

PUBLIC COMMENT

Any individual, group, or agency may submit written comments on the ERR to Jefferson County thru its
contracted administrator, The Economic Development Corp of Jefferson County, 5217 Highway B, P.O.
Box 623, Hillsboro, MO 63050 or electronically to jjarvis@jeffcomo.org. All comments received by
September 25, 2026, will be considered by Jefferson County prior to authorizing submission of a request
for release of funds.

RELEASE OF FUNDS

Jefferson County certifies to the Department of Housing and Urban Development (HUD) that Dennis J.
Gannon, in his official capacity as County Executive, consents to accept the jurisdiction of the Federal
Courts if an action is brought to enforce responsibilities in relation to the environmental review process
and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its
responsibilities under NEPA and related laws and authorities and allows Jefferson County to use HUD
program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and Jefferson County’s certification for a period of
fifteen days following the anticipated submittal date or its actual receipt of the request (whichever is later)
only if they are for one of the following reasons (a) the certification was not executed by the Certifying
Officer of Jefferson County; (b) Jefferson County has omitted a step or failed to make a decision or
finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the
development process have committed funds, incurred costs or undertaken activities not authorized by 24
CFR part 58 before approval of a release of funds by HUD, or (d) another Federal agency acting pursuant
to 40 CFR part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint
of environmental quality. Objections must be prepared and submitted in accordance with the required
procedures (24 CFR part 58, Sec. 58.76) and shall be addressed to U.S. Department of Housing and
Urban Development, St. Louis Field Office, Robert A. Young Federal Building, 1222 Spruce Street-Third
Floor, St. Louis, Missouri 63103 or submitted electronically at CPD_GeneralCorr-R7@hud.gov
CPDRROFSTL@hud.gov. Potential objectors should contact HUD to verify the actual day of the
objection period.
